In a strategic partnership to drive the Skill India program and reap the country’s demographic dividend, Ministry of Skill Development and Entrepreneurship (MSDE) and Ministry of Home Affairs (MHA) today joined hands and a Memorandum of Understanding (MoU) was signed between the National Skill Development Fund (NSDF), National Skill Development Corporation (NSDC) and Central Reserve Police Force (CRPF) committing themselves to ensuring skill development of the CRPF service personnel, their wards and family members.
The three in the partnership have mutually agreed that they shall work together at CRPF Group Centres all across the country where Family Welfare Centres are functional and other CRPF locations, wherever it is possible to provide facilities, to impart skill development programs under the Skill India mission for the purposes of implementation of CRPF Multi-Skill Development Institutes Project.
The MoU was signed in the august presence of the Hon’ble Minister of Home Affairs, Shri Rajnath Singh and Hon’ble Minister of State for Skill Development and Entrepreneurship (I/C), Shri Rajiv Pratap Rudy. The event was also graced by Shri Rohit Nandan, Secretary, MSDE and Shri Rajesh Agrawal, Joint Secretary, MSDE.
Commenting on the partnership, Shri Rajnath Singh said, “We have witnessed success of a similar project when MSDE partnered with the IAF personnel and the first batch was trained, assessed and certified and then offered placement. We want to extend the same opportunity to the CRPF jawans as well as part of their resettlement plan through a financially viable career which will ensure them gainful employment. Additionally our partnership will support their families of the jawans and martyrs, as well as communities in the vicinity. I am certain that this skill development program is a great opportunity where the two ministries can collaborate. We plan to replicate such initiatives with other paramilitary forces and will work with MSDE to scale this further.”
Welcoming the initiative, Shri Rajiv Pratap Rudy said, “We are honoured that the Ministry of Home Affairs has recognised our efforts in skill development initiatives and has given this opportunity to work with them for the CRPF jawans. Both our ministries realise the value of such a knowledgeable, passionate and experienced workforce and also the contribution that their families make towards our country. This is our endeavour and our chance to give back to these personnel by training them on skill sets and creating opportunities for them which are equivalent to their current capacity and also creating training and job prospects for their family members.”
The skill development center set up under the MoU will cater to various needs of CRPF personnel, their families and the community in its vicinity. Under the MoU, the center will conduct welfare activities for family members of CRPF personnel, retired personnel, martyrs’ families, school students, youth and the specially-abled persons. The center will undertake various skill development programs by training these people and providing them employment opportunities, over the next five years starting from FY 2016-17.
Under this MoU, the CRPF plans to promote NSQF compliant skill development and entrepreneurship through vocational courses & training with various establishments in its administrative jurisdiction through apprenticeship schemes and making available spare equipment and machinery for training purposes. Spare equipment & machinery of welfare centre will be provided for training.
Also, CRPF runs several educational establishments at school level. Skill development activities if need be may be introduced at secondary and senior secondary levels in the schools through introduction of NSQF compliant “Applied Learning Courses” in terms of policy and programme of Ministry of Human Resource Development for vocationalization of school education.
NSDC shall facilitate the skill training at CRPF skill development centres as per MOU through relevant schemes and through NSDC approved/SSC affiliated training partners upon due evaluation of the respective sites and in compliance with Scheme guidelines.
Like it has been in done in some parts already, NSDC shall conduct a special drive for Recognition of Prior Learning (RPL) through conducting assessment and certification of the skilled and semi-skilled personnel who are currently engaged in CRPF both regular and contractual personnel.
The Parties shall put in place a management structure to be responsible for the overall management and implementation of the various programmes to achieve the objectives as outlined in MOU. The project will be reviewed jointly by all parties on a quarterly basis and appraised on an annual basis.
