Doing Business Rankings – Odisha shines as a ‘Leader’


Government of Odisha has always taken pride in providing a hassle-free environment for industries to set up and operate in the State. This was exemplified in the 2015 Ease of Doing Business report for Indian States, in which the State was declared an “Aspiring Leader”.In the Ease of Doing Business report issued by the Government of India today, Odisha has again shown the way to other States with an overall increase of score by 0ver 40% points to 92.73%.

The State is now recognized as a “Leader” State in terms of implementation of business reforms in the country.

Over the past year, the State has undertaken a number of business reforms. Key among these reforms is the Central Inspection Framework for industries and integration of business related services with eBiz online platform. These reforms were launched by Chief Minister, Shri Naveen Patnaik earlier in February this year.

The first-of-its-kind synchronized inspection framework institutionalized by the State ensures transparent, computerized and synchronized inspections for industries by 3 different agencies, i.e. Labour Directorate, Directorate of Factories & Boilers and Odisha State Pollution Control Board. The portal has been designed to leverages technology for computerized risk based selection of industries and random allocation of inspectors. The inspected industries can login to the system and view the final inspection reports within 48 hours of completion of the inspection. This central inspection framework was showcased by DIPP as a best practice in the country during the function held today for the release of State rankings.

The integration of business related services with the eBiz portal, the online G2B portal of Government of India, has been undertaken to enable online application for industrial clearances. The system not only allows online application, but also ensures online payment, tracking of approval status of submitted application and has a functionality to download the final signed approval certificate, clearance or NOCs. This system completely eliminates the requirement of physical interface between the investor and the various concerned government agencies.

Another major reform undertaken by the State was the launch of GO iPLUS, the GIS based online land bank system for all industrial land in Odisha. The portal has been designed to enable the investors to view the entire industrial land bank available in the State. An investor has the choice to search for a land bank based on location, proximity to required utilities, connectivity through road or nearby established industries. The system also provides all required details related to existing industries in the State such as major raw materials used, finished products produced etc.

The State has also implemented several other reforms including exemption of green category industries from consent management, self-certification under various labour& environmental laws, issuing certificates & licenses for a longer durations with provisions for auto-renewal and reduced frequency of departmental inspections based on third party empaneled audit reports.

The focus of the State Government has been to ensure ground level implementation of the reforms. In May this year, the State undertook a third party assessment to check the implementation and usage of all reforms on the ground by the industries and the awareness levels amongst the industrial units regarding the various initiatives taken up by the State Government. The emphasis of the Government is to ensure that the reform measures benefit the industries beyond issuance of only paper notifications.  The State Government has organised a number of awareness camps across various districts of the State to spread awareness regarding the various reforms undertaken as well as to receive investor feedback in terms of doing business environment.

With this commitment to improve the business climate, Odisha is poised to become truly the ‘Manufacturing Hub of the East’.
